You see, it's funny because there was a famous historical event called the Irish Potato Famine, wherein many Irish people died due to the failure of potato crops. As such, while the joke sets up the expectation of some number of potatoes killing an Irishman, the expectation is subverted by the punchline revealing that the cause of death is, in fact, a lack of potatoes.
